If you run the Office 2007 install inside the virtual environment of your Office 2003 package (from a cmd Entry Point for example) it would probably work. Modifying the sandbox and then run sbmerge to apply it to the Office 2003 project. But to be honest, why would you? Starting with a clean Office 2007 capture will probably give you a much cleaner and stabile Office 2007 package.
